This could easily have been written in an exuberant tone.

Science! Rational decision making! Effective goverment! Maximum benefit for least cost! Teams of professionals working to evaluate and evolve the system forward.

Instead it's somewhat glum and gloomy.

Perhaps that's appropriate for a discussions about life and death matters (though again the evidence is that this is saving lives compared with alternative approaches, so yay!) but this thought was inspired by the "see also" headline of another story: "In praise of flag-shagging: To govern Britain, it helps to like it "

Maybe they need more "regulation shaggers" that appreciate effective government action by a country on the writing staff?
